| Dr. Mitchell has served in executive management positions in public health at the city and county level in Ohio and has consulted internationally on developing higher education programs in medicine and nursing in Central and Eastern Europe and the newly independent states of the former Soviet Union. She has served as an independent consultant, operating a consulting firm meeting the needs of major health systems in Ohio and St. Petersburg, Russia, primarily in the areas of strategic planning, program design, implementation, and evaluation.

Teaching Areas: |
| Dr. Mitchell teaches in the graduate program in the School of Nursing at Cleveland State University in the areas of health policy, health care finance in nursing, community health, professional role development, curriculum design and development, and epidemiology and demography. She has also been appointed to the faculty for the College of Graduate Studies at Cleveland State University. She served as the Graduate Program Director for the School of Nursing for 11 years before assuming the role of Interim Associate Dean for Academic Affairs in Fall 2021.
Prior to joining the faculty at CSU, Dr. Mitchell was a Visiting Research Professor at Ursuline College where she taught in the graduate program in nursing specializing in health policy and program development. She has also taught in the undergraduate programs at Walsh University and Youngstown State University in the areas of leadership and management, community health, end-stage life processes (death and dying), and health assessment. |

-Implemented and managed the development of public health early intervention nutrition program
-Designed computerized epidemiology and communicable disease investigation and tracking program;
-Instituted community health assessments and demographic analysis studies for targeted health programming to meet identified needs and gaps in health promotion program services;
-Managed communicable disease investigation program,
-Promoted the expansion of the Bureau of Children with Medical Handicaps (early intervention program);
-Oversight of school health nursing program; redesigned service delivery model to meet the needs of individual school systems using a delegated health care service delivery model
